В конце прошлой недели члены общественной палаты Каслинского района в сопровождении представителей местных СМИ провели осмотр старого и нового кладбищ Каслей Челябинской области.
Поводом для такой оперативной реакции на положительную информацию главы города Касли Екатерины Васениной о мерах, принимаемых городской администрацией по содержанию территорий кладбищ, которую она довела до членов общественной палаты на июльском заседании (читайте в газете «Красное знамя» №55 от 27 июля), стали поступившие вновь жалобы каслинцев.
Утром 2 августа председатель общественной палаты Людмила Шабурова, ее заместитель Александр Фишер и депутат Собрания депутатов Каслинского района Валерий Ласьков приехали на старое городское кладбище и не пришли в восторг от увиденного.
В частности, выяснилось, что смотритель кладбища Михаил Кочергин официально не оформлен в ООО «Чистый город» и работает на общественных началах, а в обязанности ООО «Чистый город» согласно договору, заключенному между предприятием и администрацией города Касли, входит только вывоз мусора с кладбища.
Общественники убедились и в том, что воды в бочках нет, мусор убран не везде, трава скошена лишь местами. Внутри открытой сторожки отсутствовал свет, при входе среди разбросанных вещей стояли лопаты, грабли, а вместо смотрителя всем этим имуществом распоряжалась сидящая рядом женщина, которая, по ее же словам, хранит в сторожке свои цветы для продажи и, по договоренности с Кочергиным, присматривает за порядком в его отсутствие, а заодно выдает инструменты.
Появившийся позже Михаил Кочергин подтвердил, что официального его оформления на эту работу нет, а есть только устный договор с руководителями городской администрации и мусоровывозящей организацией. В рамках этой договоренности он и выполняет свои обязанности.
– За две недели мы дважды привозили воду, убрали мусор, который сейчас вывозится по графику: вторник-среда, – сообщил Михаил. – Сто тысяч рублей, которые были выделены из городского бюджета, уже израсходованы на вывоз мусора.
Проходя по территории кладбища, проверяющие встретили семейную пару с лейкой, полной воды, которые выразили неудовольствие тем, что приходится брать воду где-то в другом месте, нести ее с собой, чтобы навести порядок на могилах.
Повстречался им также Игорь Плотников, чье предприятие ООО «Ромашка» до недавнего времени занималось содержанием кладбища, а сейчас предоставляет населению только ритуальные услуги. В разговоре с ним выяснилось, что земельные участки под захоронения, действительно, отводит администрация города, этим занимается работающий там специалист по социальным вопросам.
– Правда, – оговорился Игорь, – приезжает она только в рабочее время, хотя здесь нужен постоянный человек, но, как бы ни было, мы сдаем ей свидетельство или справку о смерти, она их регистрирует в специальной книге, делает ксерокопии, потом выезжает на место, смотрит отведенное место, после чего выдает разрешение на захоронение.
В этом отношении порядок наведен. А вот что касается утерянной ранее книги регистрации, то, по словам Игоря Плотникова, все книги в начале 2017 года, когда с ним расторгли договор, он сдал в администрацию по акту и за подписью руководителя.
– Кто подписал — предыдущий глава или его заместитель — я сейчас не помню, но документ этот у меня сохранился, можно посмотреть. Книга затерялась где-то в стенах администрации, – предположил Игорь Плотников. – С 2013 года журнал регистрации существовал только по старому городскому кладбищу, по новому — вообще ничего не было. За 5 лет, пока мы занимались содержанием кладбища, мы на эти цели из городского бюджета не получали ни рубля. Тем не менее, за эти годы нарушений у нас не было: уборка территории осуществлялась, трава выкашивалась, вода и мешки были всегда, мусор вывозился регулярно, – добавил он.
Что касается возникающих жалоб по поводу того, что могилы копают на глубину, не соответствующую нормам, Игорь Плотников отметил, что соблюсти выполнение регламентирующих предписаний относительно глубины могил на старом кладбище, где зачастую в одной могиле захоронены двое, а то и трое усопших, бывает практически невозможно. Да и сами родственники порой не могут вспомнить, как захоронены их близкие, перемещался или нет памятник.
В этот же день члены общественной палаты и депутат побывали и на новом кладбище. Дорога к нему грейдирована, но в остальном порядка нет: кучи старого мусора, который, по всей видимости, давно не вывозился, кладбище полностью заросло травой, естественно, нет ни воды, ни, тем более, какой-либо охраны, как и всего остального. А одно из захоронений вообще находится за границей территории кладбища, практически в лесу.
В итоге, общественники убедились, что оба кладбища остаются в том же запущенном состоянии. И сделали вывод, что вопрос их надлежащего содержания до конца так и не решен.
– Что касается смотрителя кладбища, то меня удивила формулировка «устная договоренность», – комментирует Людмила Алексеевна Шабурова. – Трудовой договор с Михаилом Кочергиным не заключен, а устная договоренность не является основанием для того, чтобы он занимался какой бы то ни было деятельностью на кладбище. По большому счету, ни к старому, ни к новому кладбищам он вообще никакого отношения не имеет, и не несет никакой ответственности за то, что происходит на их территориях. Тогда на каком основании он здесь находится?
Далее, если верить словам Игоря Плотникова, то утерянная книга регистрации захоронений должна быть все-таки в городской администрации, – продолжает подводить итог Людмила Алексеевна. – Нужно просто еще раз тщательно поискать, пригласить Плотникова, посмотреть акт передачи, чья стоит подпись. Но найти книгу необходимо, чтобы избежать возможных проблем с захоронениями.
Возникает еще один вопрос, на который мы просим обратить внимание главы города. У нас есть родовые захоронения, значит, существует и соответствующее положение, но в нем нет ни слова о том, взимается или нет плата за резервирование земельного участка под родовое захоронение, а также другие немаловажные моменты, о которых должно знать население. Положение нужно опубликовать в газете «Красное знамя», чтобы каждый с ним мог ознакомиться и знать, куда и к кому обращаться. Кроме всего прочего, нужно больше внимания уделять порядку на новом кладбище. Автобусного сообщения туда нет, но люди все равно каким-то образом до него добираются, чтобы навестить усопших, поэтому хотя бы бочка с водой там должна стоять всегда.
В целом же, мы сделали вывод, что информацию общественная палата получила не совсем достоверную и содержание кладбищ на сегодняшний день остается неудовлетворительным.
Мы готовим соответствующее письмо в городскую администрацию, в котором доведем до сведения руководства города все недостатки, которые увидели во время проверки, порекомендуем создать попечительский Совет по вопросам похоронного дела при администрации городского поселения, и дадим срок на исправление ситуации. После чего вновь вернемся к этому вопросу на одном из заседаний общественной палаты, – сообщила в заключение председатель общественной палаты Каслинского района Людмила Шабурова.
